For stepping up as Alpha 2IC during Mission Low Tide following a mass casualty event caused by enemy machine-gun fire during the assault on the town of Gravette. Upon recognising that his Team Leader and several other members of Alpha Fireteam had been incapacitated, PFC Neff immediately reported the situation over the squad net, assumed command of the fireteam, and relayed the enemy machine-gun position to the squad. PFC Neff then led Alpha Fireteam in an assault against the elevated machine-gun position on the hill north of the town, which had been suppressing two friendly squads. Through his quick thinking, initiative, and professionalism, PFC Neff enabled Alpha Fireteam and 2nd Squad to eliminate the position while sustaining minimal additional casualties.

For outstanding initiative during the events of Operation Wet Feet, Mission Low Tide. During a routine insertion, the crew and members of 1st Platoon, 2nd Squad “Ghosts” came under heavy and accurate small arms fire when nearing a hot landing zone. With the sole crew chief of 3rd Platoon tasked with Stallion One on another mission, Stallion Two did not have a trained crew chief to man the door guns to provide defensive fire. Upon seeing that Stallion Two was under fire and defenseless, Sergeant Grigorov and Private First Class Neff moved from the passenger seats to the gunners seats to provide accurate defensive fire for the aircraft. This defensive fire, coordinated with WO1 Sevstant proved vital to the health of the aircraft and of the occupants. The valiant actions of Sergeant Grigorov and Private First Class Neff ensured that the aircraft could both land safely to unload the troops inside and make the return trip back to the airbase resulting in a successful mission without the loss of an aircraft.
