Added the ability to configure/disable hearing loss in the settings.
Notes:
For the time being we are removing these mods until we can determine the cause of the server lag. It is either one of these mods, the server settings or some other cause that we aren't aware of yet. We're working through it but the only times we can test if the server works is when everyone is online. If we can get through a bit more testing we should be able to bring them back. Sorry for the inconvenience.
